That in this universe of young people with different social and labor problems, this proposal is addressed to those residents in the City of Buenos Aires who are immersed in situations of high vulnerability, problems related to family breakdown processes, for have been victims of different episodes of social violence, domestic or institutional; boys and girls who have been interrupted child and adolescent development, which could not fully exercise their citizenship, have been denied the full exercise of their rights and have not enjoyed a real equality of opportunity. Involved in drug abuse, apart from their families in situations of mental pain or suffering violence in Therapeutic Communities and other forms of care and referral. Younger than their age and conflicts have not had access to employment, housing or social insurance systems, and now part of the younger employability.
That, more than share the view that social policies should be universal, this piece of youth population is so broad that it requires a set of positive measures to actively promote social inclusion and employment through a series of measures that equip and contact with the world of work properly.
That in compliance with the constitutional rights of youth in the global sense are embodied in different standards of primary importance are:

Chapter I. Creation. Objectives
Article 1. Believe Labour Inclusion Programme for Youth at Social Vulnerability.

The beneficiaries are the young people between 18 and 30 years in social vulnerability addressed in social programs for adolescents and youth in the city, giving priority to graduates of therapeutic communities, homes or derivatives convivial and prevention programs assistance in the field of psychoactive substance use by organizations that hold contracts with the City Government.
